Do we own the code?
Yes. The repository is yours from the first commit and lives in your organisation, not ours. There's no licence, no escrow arrangement and nothing to buy out later.
What if requirements change mid-build?
They will. Anything inside the agreed scope is absorbed. Anything outside it gets a written change quote before we build it, so you decide with the price in front of you rather than discovering it on an invoice.
Can our own developers take it over afterwards?
That's the intended outcome. You get documentation, a runbook and a live handover session, and the test suite means your team can change things without guessing what they broke.
